Testing, Adjusting, and Balancing (TAB) is a cornerstone of the building systems commissioning process, ensuring HVAC systems achieve design intent and operate at peak efficiency. This session draws from the ACG Building Systems Commissioning Guideline to highlight best practices for integrating TAB agencies into commissioning workflows during both design and construction phases. Attendees will learn how commissioning providers (CxPs) and TAB professionals can collaborate to optimize system performance, streamline communication with design and construction teams, and enhance documentation and verification practices. By understanding the essential role of TAB in system balanceability, diagnostics, and controls integration, participants will gain actionable strategies to improve project outcomes, owner satisfaction, and long-term system performance.

Learning Objectives

  1.  Explain the role of TAB professionals in the commissioning process and identify how qualifications-based selection supports project success and HVAC system performance.
  2. Describe TAB integration during the design phase, including specification review, system balanceability assessment, and establishing requirements for special testing and training.
  3.  Evaluate TAB responsibilities during the construction phase, such as developing TAB plans, coordinating with controls contractors, and producing phased reports to support commissioning team activities.
  4. Apply best practices for TAB verification and reporting, including aligning TAB data with commissioning plans, conducting diagnostic verification testing, and facilitating timely resolution of deficiencies.

    Jeremy is a AABC Certified TBE and ACG Certified CxA with 24 years of experience. He works at American Testing, Inc., a TAB / Cx provider in the Baltimore / Washington metro area specializing in Healthcare, Bio-Containment, Laboratory, & Pharmaceutical projects. Jeremy has worked as a AABC Certified Technician for 15 years on various project ranging from 1,000 Sq Ft Tenant Office spaces to 300,000 Sq Ft University and Government Laboratory Buildings. He currently serves as the Operations Manager for ATI, supervising TAB projects, certifying TAB Reports, and estimating.

    Jim is Executive Director of MACx Consulting, LLC in Gilbertsville, Kentucky, a consultancy founded in 2024 solely dedicated to developing and executing practical building systems commissioning processes. A graduate of Fort Knox High School, Jim earned a Bachelor of Science degree from the University of Kentucky in Mechanical Engineering. He had 17-years of HVAC Test and Balance experience as an Associated Air Balance Council (AABC) certified Test and Balance Engineer (TBE) prior to 24-years of commissioning practice as an ACG certified Commissioning Authority (CxA) and founder of Kentucky’s first independent third-party building systems commissioning company, Facility Commissioning Group (FCG), serving as CEO and senior project manager for a 423-project career portfolio, transitioning to Principal in 2020. FCG successfully commissioned over 800 projects during Jim’s tenure.

    Jim is a founder and Past President of AABC Commissioning Group (ACG), a charter Certified Commissioning Authority (CxA), and chair of the ACG Building Systems Commissioning Guideline Committee. Jim is Treasurer of the Southeast Region Building Commissioning Association (SERBCA) and member #20 of the Building Commissioning Association (BCA). Jim is a voting member of ASHRAE SSPC 300 – Commissioning, and chairs GPC 1.6P Commissioning for Data Centers subcommittee.

    He is certified by USGBC as a LEED Accredited Professional (LEED AP). Jim is a member of ASTM, NFPA, ASME and the Kentucky Society of Healthcare Engineers (KSHE).

AABC establishes industry standards for the field measurement and documentation of HVAC systems and provides education, technical training, and certification for its members.
